When a Skill Certification is rejected, the approver can now enter a rejection reason, and the applicant can view the reason from the rejection notification in Skill Details. The reason is also reflected in notifications and emails.
Previously, rejection reasons could be handled for qualifications, but there was no way to record a reason for skills.
